My friend is having issues with a netgear wg311 v3 and Fedora Core 4, he says FC4 doesnt even ackknowledge it exists. Any ideas?

You might want to note that there are 3 versions: v1, v2, v3.
First thing you should try is installing: (yum install)
kernel-module-madwifi-$(uname -r) madwifi
from livna:
http://rpm.livna.org/
it might just detect it. (note that it is both kernel module and program)
You can also try ndiswrapper:

for this: yum install kernel-module-ndiswrapper-$(uname -r) ndiswrapper
