i see what you mean. i was rereading my issues of JSA recently (yes i am an avid comic book collector, anybody who has a problem with that, get over it), and this was one of the issues raised, essentially it was "if we don't adhere to a higher moral code, then who will?".
i personally don't see much wrong with killing rapists and torturers, and i don't see much wrong with assassinating corrupt leaders either, however these are my personal opinions, and are 100% against my actual ideology. Ideally i would never advocate those things, i would only advocate rehabilitation, at any cost. This does not mean imprisonment, but it does mean society taking a very firm control over its antisocial elements. this is difficult. it means actually engaging with the murderers and rapists, talking to them and with them. it means, essentially, forcing them to be social members of society, and keeping on forcing them until they comply. Being a rapist or a murderer is something that makes you forfeit your right to freedom of movement, so i see nothing wrong in forceably rehabilitating these people at any emotional cost to them.
i see no other real options. imprisonment, execution and transportation have all been tried and have been shown in my opinion to make little to no difference in the larger scale.
what i am really advocating is that society takes responsibility for itself, instead of the people in it complaining about each other until they all start killing and looting and raping each other.
