What you refer to a startup sound on a Mac is actually a signal that your computer has passed its Power-On Self Test (POST).  Which is very useful on a Mac, since you don't see anything on the screen until the graphics system is loaded.  So really, the POST ding on a Mac is the Apple equivalent of those splash screens that run on a PC while the BIOS is being loaded.  Totally different way of handling the startup process, requiring totally different sensory clues.

The startup sound under discussion is something totally different.

Doesn't change the fact that MS has decided to use an unchangable noise at startup.
