You're probably misunderstanding something. Also depends on what you mean by Windows. The fundamental parts of the OS like the boot loader, the kernel, all the protocols, the interface, the drivers, the hardware/software interfaces, all that is definately written in C and/or C++. Certain parts might be written in assembly.
Now other, small parts of the OS could have been written in Basic, for example stuff like the registry, control panel applets, or maybe even IE. Though I highly doubt it. The majority if not all of Windows is written in C/C++.

Or perhaps it's "MacBasic" that MS stole from Apple in the late 1980s? The thing they used to make VB?

Actually that's not entirely true. From I've seen, Microsoft bought the "Thunder" technology from Cooper Software.
Microsoft did try to shut down mac's visual developement system, but I wonder if they did so before or after a deal with Cooper. Also, makes you think who thought it first... Cooper or Apple..
Actually the idea of VPL (Visual programming languages) has been around for quite some time, so it's not like it matters today.
As for the BASIC /w IE comment, Microsoft would have to be pretty stupid (or lazy) to compile "operating system components" with something as slow as VB. Why did they make the Microsoft Foundation Classes if they aren't going to use them.

Not to mention the fact that BASIC is an interpreted language. You would need a software or built in hardware component, to interpret it to Machine code.
