mtools just provided commands like "dir", "copy", etc for working with DOS floppies. "mcopy", "mdir" etc.
Now most Linux distros used to come with "DOSEMU" or "XDOS" which actually booted up a DOS environment in a window or virtual terminal so you could run DOS apps. I don't believe it is included with any of the latest distros but I am sure you can still find it out there, download it and get it running.
