Install the FTP server packages that ship with RH9, then get Webmin, which is great for configuring things, I use it on all my systems.

I use slackware, my system does NFS, FTP, SMB. These can be accsesed by any machine in my house that way (Linux, DrDos, BSD, Windows, etc).

Anonymus FTP is pretty easy to set up, I just use Webmin to configure it and start the service.

I use proftpd its pretty easy to setup. All you really have to do is edit a file ( i think its /etc/proftpd.conf) to let anonymous and set directories in and thats about it.

Search the fucking web.

i.e. type the word "webmin" into google, and it will probably be the first page returned.

It constantly amazes me how incapable people are of answering their own questions. It's not even like you're lazy; it would have been far less effort to type "webmin" into google than it was to post two questions in this thread.

Not everyone here are hackers. You definitely are one, as far as I can tell, but you don't see most people here post acronyms as answers. Maybe you should read the 'How to answer questions' section.
