Real dumb MAC question

go to www.shareware.com and download a program called BinHex 4.x it's 68k compattible and should deal with .hqx and .bin files

there are some classic mac warez sites around that may have an old version of stuffit light (expander premierd on PPC)

I was worng about expander, there indeed was a 68k version.
