Well, first off, that is a SLOW mac, period. You may see some advantages tweeking the RAM or hardrive which in my understanding is only 5200RPM. Since the HD is SCSI you can upgrade it to 10,000RPM which is nice.
As far as OS 9.1, it runs kinda slow on this machine from my own experience. The best way to speed it up is to increse the RAM. I think these PPCs use the old style RAM, but I may be wrong. Look up the specs on

BTW, lowendmac also tells you where you can get cheep parts for old machines. One good thing that PPC has is a bitchin videocard. I still use my old one for vidcapture. Check the back, you will note the RCA cables, very nice. Since the video processing is all hardware this machine is actually quite fast at it!
Finaly, you can upgrade the processor up to like 800Mhz G3 with a sonnet card, and these are only like 300bucks.
For that cash you may wanna look into buying a newer machine.... as the 7500, while a great computer, is not really supported anymore. But then agian, it depends what you wanna do with it.
