Since OS X uses BSD under the hood, can you load Linux and BSD apps and progs in OS X? Also, does OS X come with the standard programming tools that you get with unix variants?

Many Linux and BSD apps run under OSX provided that they are re-compiled for PowerPC. The fink project has made great strides in this endevore and more and more OSS software from the other *NIX's is arriving on OSX by the day.
OSX comes with the gcc3 compiler as well as most of the standard tools you get with a *NIX. Apple also provides Developer Tools, it's free application IDE which can be used to compile BSD Darwin applications among other things.

Cool, I am going to get a powerbook probably around July, and was wanting to know if the Linux/BSD stuff was compatable as well as the programming stuff. I am in the process of learning C/C++ right now and wanted to make sure that OS X had compilers for this.

Excellent choice! Now, like psyjax wrote there are literally thousands of open source apps for OS X, including XDarwin, a version of the XWindows system for OS X. The best tool out there to get them is
Fink and its graphical frontend Fink Commander. Fink uses also Debian's package management apt-get and dpkg.
