Ogg for normal music, but mp3 for portable music-Ogg takes too much resources to decode (that's why digital music players don't include Ogg support).

Actually it's because you need an FPU coprocessor to decode OGG. Fortunately Vorbis have just developed this new ogg that doesnt need an FPU to decode. Some companies have pledged support but there are no products on the market yet. No big companies have mentioned using it either.
