But you could try setting it as 8.5 couldnt you, or cant you change anything??

no, i can't change any board-wide settings, just settings specific to forums i moderate. Since there are three forums (of the 13) that i do not moderate, i cannot change the order the forums show up in. i did try though. and i can't create a new forum group either, i'm sorry to say.
