It would have been funny (and not just plain stupid, which it is) if it was Bill with Bush, accusing Linux of being a weapon of Mass Destruction and that he wants to "Liberate OSS".

That image is probably out of "context". He was probably doing it for a few seconds, realizing he was handed them with the caps on, and took them off as soon as he found out.

I like the way it is.  It would have been stupid with bush saying it is a weapon of mass destruction.  With that binocular thing, its called being a cluts.  I am one, I make so many mistakes, but I don't consider myself to be stupid.  Also, I would think that the photographer didn't go, "hey, bush is looking into nothingness, lets take a pic"  he was probably just standing there taking many snapshots of bush and that split second when they were on he caught it perfectly.

The image maker couldn't have feathered that or even changed the color balance. He may as well have cut it out of the magazine.
