      Gary Dukes, Information Systems Manager

RE:   Digital Millennium Copyright Act Enforcement


Beginning Thursday, April 24, 2003, the Office of Computing Services in
cooperation with the Dean of Students Office and the Department of
Residential Life will actively enforce the Digital Millennium Copyright Act
of 1998.

The Digital Millennium Copyright Act is a federal law concerning copyright
infringement violations occurring through technology-based mediums, such as
on-line sharing. A copy of the Digital Millennium Copyright Act may be
found at http://www.educause.edu/issues/dmca.html.

Residents who have been reported to be in violation of the Digital
Millennium Copyright Act will have their data port disconnected by the
Office of Computing Services. In order to reconnect the network connection,
residents will be responsible for contacting Terry Doub with the Office of
Computing Services, 578-3700, the Residential Life Computer Help Desk,
578-0560 or the Judicial Coordinator for Residential Life's Office,
578-5387.

Any resident who has been notified of violating the Digital Millennium
Copyright Act more than once will be charged with violating Section
5.2.b.30 of the LSU Code of Student Conduct:

      Recklessly or maliciously interfering with or damaging computer or
      network resources or computer data, files, or other information;
      engaging in or attempting to engage in a denial of service; using
      University resources to illegally distribute copyrighted material;
      failing to comply with laws, license agreements, and contracts
      governing network, software and hardware use; using University
      computing resources for unauthorized commercial purposes or personal
      gain.

The Dean of Students Office will meet with residents who are charged with
violating Section 5.2.b.30 of the LSU Code of Student Conduct.

Please contact the Judicial Coordinator's Office, 578-5387, if you have any
questions about this policy.

I got a comment. Have everyone that has ever traded a file over the school's network turn theirselves in. If it's a big enough group maybe they'll be convinced that they're going down the wrong path enforcing this "law" bought and paid for by the RIAA/MPAA.
