Try damn small Linux (on my to do list), here's a story of how someone managed to run a GUI on a shitty 486 with a mere 16MB of RAM, it's easy to use too. Like Knopix it will boot from a CD, but it's a lot smaller, just a tiny 50MB download. Install this  on your shitty old p166 32MB box and it should fly!

You only need an i486 and 8MB ram for DeLi Linux:

Seconded. BeOS is stable and has an easy to use interface, similar to the Mac OS. Plus, it's free of charge.

For your specifications, it would be the best and easiest choice with a simple GUI.
