Well, I guess I'm going to wait another month to get my powerbook. If Apple will begin to sell Tiger in stores April 15th like predicted, then will the computers they sell include Tiger on that day, or would I have to wait a bit longer until they include Tiger by default?

I doubt Tiger will be ready in a month.  Have you read the bug reports for the latest seeds?  OS X releases generally hit stores a month after OS X goes gold, and it's not even close to that yet.  Expect Tiger in the summer, and buy your PowerBook now.

An announcement on April 1st.  And it hits the streets on Tax Day.

Seems kinda like, a prank.
2 motherfuckers have sigged me so far.  Fuck yeah!
