I called them because I don't recall ever using that as a local prefix.

First of all, I CAN'T BELIEVE you posted your telephone number on this site! I guess you can be expecting some crank calls. Second, I have no idea why your phone company is screwed. Third, what's a "download manager"? Sounds like a Microsoft thing. Fourth, checking Google (I suggest you try that) finds many items regarding modem connection quality and phone line quality much like this one:

Basically to get your line tested you will have to ask your local telco to do this for you. I think most only garantee something line 2400 or 9600 baud but you will have to ask them and hopefully they can give you some kind of real number that states what you should be able to get.
