At the least the Project would just need to implement a script for such a setup which would itself define timed actions and errors/warnings to keep an eye on. Such a thing would be a cool little project, designing the script/script editor would require a bit of thought as non techies would have to be able to use it.

Thats all reliant on the assumption that the hardware input/output would be relatively easy to interface. Which it probably won't be. The impending hardware Compatibility problems would put me off the idea. (I don't know anything about Micro controllers and there compatability).
