I will try it on other Operating Systems like Windows 98, Windows XP, Windows 2003, etc.

They've fixed this bug in XP, the contents of these files is removed when you delete the files the old fashoned way using Internet explorer, see here for details.

If people are really botherd about Windows 98 they can just add a deltree command to the autoexec.bat to remove them on startup.
