Governments all over the world have a reputation of creating critical and highly informative website in the standards of MSHTML and lots of VisualBasic script.
Although I must agree that Microsoft has improved its web software a bit with FrontPage 2003 and ASP .NET (however Internet Explorer still sucks deeply), governments still feel the need to lock people out who aren't using Internet Explorer or Windows even.
Governments seem to hire web developers who will check their freshly created website only in Internet Explorer, which is the only browser in the world to their knowledge, or still have the wrong idea that 99% of all people use Internet Explorer, while this is
not true by far.
