Ballmer .... the perfect M$ mascot ... I mean leader

he dismisses as "random malarkey" the idea that Microsoft is having trouble hiring and keeping the kind of brilliant employees that have always been the company's competitive weapon.
obviously i am having trouble finding my way through the jargon and technical terminology here. doesn't he mean "idiots", instead of "brilliant employees"? or else he might mean "developers, developers, developers, developers".
actually, he might be talking about microsoft's marketing and sales staff, the only part of the company which i think is actually highly effective, in fact totally ruthless. perhaps in that respect you could call them "brilliant".
