I don't really want to upgrade to mandrake linux 9.1 . I just want kde 3.1. But at their site there are no rpm's for mandrake. So what I am saying is:
Does anyone know where I can get kde 3.1.x rpm's for mandrake 9.0.

What's wrong with Mandrake Linux 9.1?

I already have 9.0 and don't really need to upgrade. I just want kde 3.1.x

All you need to do is downloasd the first install CD for mandrake 9.1. On it there is a directory called RPM's which contains kde 3.1. Add it as a new source in urpmi and install it from there.
