just wondering, as i have seen version's of NeXTSTEP for intel machines, what kind of power would the x86 box need to run it

It was first released when the 486 was still widely used. I don't know if that'll help, but I believe Black Hole Inc (http://www.blackholeinc.com/) will help on anything you want to know about OpenStep.
They also sell NeXT "Black" hardware including the Turbo Cube and Turbo Slab workstations.
