This (http://tldp.org/LDP/intro-linux/html/intro-linux.html), and then this (http://tldp.org/LDP/sag/html/sag.html) for system administration stuff.
2... Set up on a partition will Linux read my window files? {Html and Doc}
Linux has support for read and write to fat32 filesystems, and read (no write) to NTFS filesystems (you can get write support by using the Windows driver and some "captive" program).
4... I want to use Paint Shop Pro with Linux. [Any suggestions]
It runs with wine (http://appdb.winehq.org/appview.php?appId=76;whq_appdb=dad0e9c8e396bbd47e09a3a7b5a41a32), but consider using the GIMP (http://gimp.org).
