The worst that could have happened is a few files that were open for write would have been corrupted. Did you "fsck" the drive? Even if there were a key file corrupted you shouldn't have had to reinstall (boot from CD, mount the root filesystem on the hard drive, copy key files to hard drive). And usually the only key system files that would be open for write would be the logs and that's no biggy. I've had many power issues (tripping over power cords, accidentally bumping reset switches, etc) and have never had to reinstall. But that doesn't mean you didn't have a serious problem so I have to give you the benefit of the doubt. Now with the ext3 filesystem (JFS or Journaled filesystem) something like that should be even less likely.
What exactly was the symptom you were having when trying to boot after the power failure?
