Yes, the forum software does actually... however, I'm unable to activate it since we don't have mail installed on this server

Wait wait wait.... there's no way to email via script in this server? You got gypped.
Course... you could always write a quick script to pull all the email addresses from the database and simply mail them all (if it's just that the forum doesn't support a method for email, but the server does)

You can probably get away with either.  Most modern forum software packages can use an external SMTP server, or the local MTA.

vB should DEFINATELY support this, but as to whether or not UBB does, is another question entirely.
