You do, of course, realize that jumping off a scyscraper while wearing a parachute is also jumping off a scyscraper? No idea why people want to do that, but some do.

That isn't a dumb law at all. You need to keep in mind that there are laser gunsights. Shining a laser pointer at a cop could get you killed, as the officer wouldn't have any way to know that he wasn't being targeted from a laser gunsight.
